District of Columbia Universal Service Trust Fund Administration
(DC USTF)

On October 3, 2003, The Public Service Commission of the District of Columbia in Washington DC, adopted the provisions of Chapter 28 of Title 15 DCMR. This Chapter establishes the Commission’s regulations governing the provision of the District’s Universal Service and Telecommunications Relay Service (TRS) in conformance with the District of Columbia Telecommunications Competition Act of 1996.

The DCUSTF (or DC USF) is used to:
  • Reimburse eligible local exchange carriers for the reasonable investments and expenses not recovered from the federal universal service low-income fund,
  • Pay costs associated with verification of lifeline eligibility,
  • Pay costs associated with the provision of TR

The DC USTF is funded through the monthly contributions paid by each non-mobile local exchange carrier (LEC) providing services in the District of Columbia, in an amount proportionate to each carrier’s share of local telecommunications service revenue, determined annually and invoiced in monthly installments, January thru December.

A LEC may recover no more than the amount of its contribution from its non-lifeline retail customers by way of an explicit line item on its customers' bills which corresponds to the LEC’s tariff, in accordance with the rules and Orders of the Commission.
