Mr.
Bluhm is a lawyer and policy advisor on
telecommunications issues.
Most recently, Mr. Bluhm was Principal
for Telecommunications at the National
Regulatory Research Institute.
During this period he was the lead
author of major reports on the pricing and
competitiveness of special access circuits and
on how states should modernize their carrier
of last resort policies.
Previously,
Mr. Bluhm worked as a policy director at the
Vermont Public Service Board.
His duties included representing the
board at the Vermont Legislature.
In that capacity he drafted and
advocated for legislation that created
Vermont’s state universal service fund.
Subsequently, Mr. Bluhm drafted rules
for the Vermont fund and administered the fund
for more than a decade.
Mr. Bluhm also worked with the
legislature to obtain authorization for the
state universal service fund to provide
subsidies that support telecommunications
equipment for hearing impaired persons.
He also has served as a hearing officer
for the Public Service Board on many contested
cases involving telecommunications and other
industries.
While
at the Vermont Public Service Board, Mr. Bluhm
served on the staff of both the Federal-State
Joint Board on Universal Service and the
Federal-State Joint Board on Separations.
Mr. Bluhm was the principal staff
author of a recommended decision issued in
2007 by the Universal Service Joint Board that
suggested a substantial revision of the
existing federal high cost support mechanisms.
He also did considerable work for the
Universal Service Joint Board evaluating proxy
cost models and various support mechanisms.
Before his Vermont Public Service Board service, Mr.
Bluhm was Deputy Secretary of Administration
for the state of Vermont.
In that capacity he worked with the
Governor and the legislature on the state’s
budget. He
also helped design a new statewide geographic
information system (GIS) regarding land uses
and chaired the Vermont GIS Advisory Board.
