Have your USF receipts met monthly and annual expectations?  The Federal Communications Commission is encouraging states to follow its eligibility rules which now require applicants for ETC status to submit 'five-year plans' that describe, with specificity, proposed improvements or upgrades to the ETC applicant's network on a wire center-by-wire-center basis throughout its designated service area and then file progress reports.  Rolka Loube Saltzer Associates are familiar with the details of every disaggregation plan filed with the federal universal service program administrator and can trace support at that level of detail.  We know the disaggregation zones and their names as well as the share plan support allocation ratios.
